Menu Anchors Not Working Consistently

I have a website at https://www.foodaction.co.nz/ and am trying to set up a menu with some menu anchors. I have an ongoing issue that the menu anchors will not work consistently.

There are times when they will scroll to the correct place, but then the next time I use the link, it will scroll to the correct place, then immediately jump further, half a page below the target. I then refresh the page and it jumps even further down the page.
