How do you get one container to slide over another?

If you check out the original photography demo theme you see a container slide over that hero slider.

Is there anyway to do that with to containers?

Container #1 full height with a background image

Container #2 with a full color background

I would like Container #2 to slider over the first on scroll.

I tried to play with sticky and z value, but can’t get it to work. Am I missing something?
