Header and Title Bar only show for logged in user?

Very strange behavior.

On the website I am building logged in users including subscriber level CAN see the global header and the title bar. But, once the user logs out, both, the global header and title bar become blank. They both virtually disappear.

I never come across such issue in my past many developments I did. This is just too weird. Any suggestions and recommendations are welcome.
