Global Layouts – Footer not selectable

I’ve created a custom footer that is visible in the layout section builder but it doesn’t allow me to add it as a footer in the Global Layout settings as it doesn’t appear as an existing layout. Even if I try to create a new one directly from the global layout box it still doesn’t appear in the existing layouts list.
