1. No, you can definitely use Avada at live and localhost at sametime without any issues, however it could be that your localhost was already registered and you need to unregister it once from your support account.

2. That button is inside your website, if you go to Avada > Dashboard you will see this button there => https://jmp.sh/pLgqnxjm
