With wampserver, just edit the upload_max_filesize setting in your php.ini (mine is set to 64M) or download the installable zip from Envato, extract the Avada theme folder/files to your desktop, then copy/paste the theme to the C:\wamp64\www\site\wp-content\themes folder. Once the files are installed, use the WP dashboard to set the Avada theme to active, then use the Avada theme to fetch the fusion core and fusion builder folders/files. You’ll need to install your token and activate the Avada theme on your localhost to get the premium plugins. If your localhost is sandboxed (no web access), you can also D/L the required plugins and premium bundled plugins directly from your theme-fusion/support/my account/Avada Plugins page and update the theme/plugins via FTP. NOTE: these days, installing the Avada theme is a 2-step process (download the basic theme folder/files from Envato, install/activate with your token, then download the FC and FB plugins from theme-fusion and the premium plugins).

You should have lifetime support on your Avada them, so if you get stuck anywhere in the process, submit a Support ticket.
